The Spanish Transport Ministry's penalty scale, updated on 5 October, sets fines of €401 to €18,000 for shippers who fail to itemise diesel price changes on the invoice, under Real Decreto-ley 9/2026. Anyone invoicing transport to or from Spain, including cabotage from Portugal, should require that breakdown.

Spain''s Ministry of Transport acknowledges IT failures in the DeCA and electronic waybill (HeRU) repository and instructs the regional governments to drop fines from that period issued only because drivers could not technically download or check the document. Anyone fined should check whether their case fits before paying.

The Irish presidency of the EU Council proposes, in the 2028-2034 financial framework, a Connecting Europe Facility (CEF) transport envelope around €5bn below the Commission's proposal. IRU warns the funding is already insufficient for current demand — including the cross-border corridors and secure parking used by hauliers leaving the Iberian Peninsula.

The Spanish Congress ratified, on 16 October, the decree-law extending the professional diesel rebate and the general fuel discount to 31 December 2026, with amounts rising month by month. It applies to anyone fuelling up in Spain, including foreign hauliers on international operations.

IRU is pushing for a 30-calendar-day cap on paying for any road transport service, with no exceptions and no longer negotiated terms — but the EU proposal that would set that cap has been stuck in the Council since 2024. In Spain, where the legal cap is already 60 days, Fenadismer's observatory shows a 52-day average wait and 38% of clients paying late in August.

The Italian Council of Ministers approved, in preliminary review on 13 October, a new Highway Code that raises from 68 to 70 the age limit for professional driving with group 2 licences (C1, C, D and variants), with a two-yearly medical check. The text still needs to pass the Council of State, the Conferenza unificata and parliamentary committees; it is not expected to take effect before early 2027.
CP Newsroom
The Spanish federation has set up a confidential channel for hauliers to report shippers who refuse to apply the mandatory transport-price review when diesel goes up — a duty under Royal Decree-Law 9/2026, which voided any contract clause saying otherwise. Fenadismer says diesel has risen 44% for heavy vehicles in eight months without that review reaching the invoice.
CP Newsroom
Four days after Spain''s electronic transport document became mandatory, Fenadismer reports QR reading failures on the road, CETM accuses some shippers of passing the bill to hauliers, and FVET asks the Ministry for a period without fines. For hauliers doing cabotage from Portugal, the obligation stands — only enforcement is still settling in.

Viapass has published the Belgian toll rates for heavy goods vehicles that take effect on 1 January 2027. A Euro 6 over 32 tonnes pays 1.2 cents more per kilometre in Flanders and 0.7 cents more in Wallonia. Brussels keeps its rates. Electric trucks lose part of their discount, and the Dutch NEDLINQ unit is not accepted in Belgium.

In judgment C-437/25, the Court of Justice of the EU ruled that a very high fine, which neither the authority nor the court can reduce, breaches the principle of proportionality. But using another person's card remains one of the most serious infringements: having done so for a short time does not reduce the fine. Negligence, if proven, can.

Royal Decree 806/2026, published today in the BOE, dissolves the Cortes Generales and calls elections for 29 November. With the government acting in a caretaker capacity until a new executive is formed, three files the transport sector had in progress — early retirement for drivers, fuel-price indexing, and the simplified "módulos" tax regime — are now stalled, with no decision in sight before 2027.

The Court of Justice of the EU dismissed, on 1 October, the appeal brought by eight trailer and semi-trailer manufacturers against the Regulation that sets them CO2 reduction targets through the VECTO-Trailer tool. The Court did not rule on the technical merits: it decided the manufacturers lacked standing to bring the appeal. The regulation remains in force.

HMRC gave carriers until 30 September to fix recurring errors in the entry summary declaration (ENS) required for goods entering Great Britain. From 1 October, an error in the vehicle or trailer registration can already cost up to £1,000 in fines and delays at the border — even without intent to defraud.

Royal Decree 518/2026 removes, from 1 October, the exemption that let urban delivery drivers skip the seatbelt during successive short-distance loading and unloading stops.
