Romania: TollRo confirmed for 1 October, without the postponement CNAIR had requested

CNAIR's request to postpone the new distance-based toll system for lorries until April 2027 did not go through in time. CNAIR itself has confirmed that testing has finished and that TollRo goes live at midnight on 1 October 2026.

Contrary to what was reported here on 23 September, the TollRo postponement requested by CNAIR itself did not go ahead. The company that runs Romania’s national roads confirmed on 25 September that the platform goes live at midnight on 1 October 2026, as set out in Law No 226/2023.

Why there was no postponement

CNAIR had asked the government on 7 September to postpone it until 1 April 2027, arguing that pilot testing would not finish until after mid-October. A bill to that effect was registered in the Senate on 21 September. But according to CNAIR’s statement via Agerpres, testing has since finished, and acting Transport Minister Radu Miruță said the system should indeed start in October. The bill was not passed in time to stop the schedule.

What changes from 1 October

Heavy goods vehicles over 3.5 tonnes travelling through Romania now pay a distance-based toll under TollRo, replacing the current rovinieta vignette. Sales under the previous system (SIEGMCR) end on 30 September at 23:59; rovinietas already bought remain valid until their printed date. European interoperability for the system will not start until 15 January 2027.

Anyone hauling freight from Portugal or elsewhere to Romania, or transiting through the country, should confirm their TollRo registration before 1 October, to avoid being left without toll cover once the new system takes effect.

IRU warns of €5bn cut to the EU fund that pays for secure truck parks and chargers

The Irish presidency of the EU Council proposes, in the 2028-2034 financial framework, a Connecting Europe Facility (CEF) transport envelope around €5bn below the Commission's proposal. IRU warns the funding is already insufficient for current demand — including the cross-border corridors and secure parking used by hauliers leaving the Iberian Peninsula.
