The French government will release 10 million barrels of diesel from its strategic reserves, bought at around €0.28/litre before the Middle East war escalated, to cut pump prices between 1 November and 31 January 2027. The planned cut is 12 to 18 cents per litre for road diesel. Meanwhile, French hauliers'' associations are asking for administrative, not criminal, penalties for shippers who fail to index the price to diesel.

Portugal's Decree-Law No. 199/2026, published on 7 October, puts into practice the extraordinary fuel aid announced in September. It is Portuguese state aid, only for companies licensed by the IMT (Portugal). Freight hauliers operating for hire or reward apply on the IMT website, within 10 working days from the day the form opens. Payment follows the order of submission, until the €30 million runs out.

The Real Decreto-ley 25/2026, de 29 de septiembre, bundles together two separate measures: a general cut to the Hydrocarbons Tax for all drivers (20, 13 and 6 cents/litre in October, November and December) and the already-known extraordinary aid for professional diesel, which rises in the opposite direction (5, 12 and 19 cents/litre). Fenadismer challenges how the cut is managed through filling stations.

The Council of Ministers approved, on 29 September, a third Royal Decree-Law extending fuel aid linked to the Middle East conflict until 31 December. The general tax rebate falls from 20 to 6 cents a litre between October and December, but the specific discount for professional diesel rises from 5 to 19 cents over the same period — keeping total support for hauliers steady, at around 25 cents a litre.

After the actual discount fell far short of what was promised, Fenadismer met with the Economy Minister, Carlos Cuerpo, and is now asking Spain's competition authority to publish the list of stations with "anomalous" pricing behaviour, opening the way to complaints and tax-agency inspections.

Hours before the emergency aid expires on 30 September, UNO Logística is asking the Economy Ministry to extend it to 31 December, double the professional diesel discount to 40 cents a litre, and extend support to vans up to 3,500 kg — with at least €500 per vehicle for those without professional diesel status.

The European Commission weekly oil price bulletin, with data from 21 September, confirms what the IRU had already flagged: diesel is at yearly highs across the EU due to the Middle East conflict and the closure of the Saudi East-West pipeline. For those leaving the Iberian Peninsula, the most useful figure is the gap between neighbouring countries — France, Germany and the Netherlands sit well above the EU average.

Fenadismer reports that Royal Decree-Law 18/2026 provided for up to 20 cents a litre in direct discount, but the amount actually felt at the pump in September came to just 5 cents — part of the tax cut was absorbed into the retail price. The association has requested a meeting with the Ministry of Economy for a new package from October.

Decree-Law No. 162/2026 reduces road diesel excise duty in two steps between 18 September and 5 October, and extends by one more month the tax credit that compensates Italian hauliers for diesel costs above the reference price.

The Council of Ministers of 17 September approved €38 million in extraordinary aid for sectors most exposed to rising fuel prices. €30 million goes to freight transport and roadside assistance, between €118.20 and €457.80 per vehicle depending on gross weight.

The CETM warns that the support in Royal Decree-Law 18/2026 expires on 30 September. Without an extension, anyone refuelling in Spain loses the 25 cents a litre of support — the employers' federation calculates 720 euros more a month for a truck using 3,000 litres, over 8,600 a year.

The operation on 8 and 9 September inspected 230 vehicles. The results were published by the European Labour Authority.

ANTRAM points to €0.1074/l from 14 September. The new excise duty rate has already been published.

The 15.7% rise in diesel prices in July triggered the safeguard clause of Royal Decree-Law 18/2026. In September almost all the discount comes through the tax and almost none through the direct aid. Anyone refuelling in Spain still gets 25 cents a litre — but there is a deadline on 30 October.
