Spain extends professional diesel and general fuel aid to the end of 2026

The Spanish Congress ratified, on 16 October, the decree-law extending the professional diesel rebate and the general fuel discount to 31 December 2026, with amounts rising month by month. It applies to anyone fuelling up in Spain, including foreign hauliers on international operations.

Spain’s Congress Standing Committee — the full chamber is dissolved ahead of early elections — ratified, on 16 October 2026, Real Decreto-ley 25/2026 of 29 September (BOE no. 241, of 30/09/2026), extending Spain’s fuel aid scheme to 31 December 2026. For anyone fuelling up on Spanish territory, including international operations, the amounts rise month by month.

Professional diesel

For freight vehicles over 7.5 tonnes, passenger transport (categories M2/M3) and taxis, the hydrocarbon tax rebate rate drops to 0 € between 1 October and 31 December, replaced by direct aid of:

  • 5 cents per litre in October;
  • 12 cents per litre in November;
  • 19 cents per litre in December.

The November and December amounts carry a safeguard clause that can reduce them depending on how prices move. Hauliers not entitled to the usual rebate — VDE, VT, VTC, VSE, MDLE, MDPE vehicles, urban buses and adapted taxis or Eurotaxi outside the register — receive an equivalent direct subsidy, calculated per vehicle and fuel, over the same period.

General fuel discount

For petrol and diesel, for all drivers: 20 cents per litre in October, 13 in November and 6 in December, with automatic reactivation to 20 cents if prices rise more than 15% in November or December.

What changes for foreign hauliers

Foreign companies and drivers fuelling up in Spain — on cabotage, international operations or plain transit — have these amounts guaranteed through the end of the year, with no need for fresh approval. It is worth checking the schedule of falling November and December amounts before planning fuel stops on Spanish territory.

IRU warns of €5bn cut to the EU fund that pays for secure truck parks and chargers

The Irish presidency of the EU Council proposes, in the 2028-2034 financial framework, a Connecting Europe Facility (CEF) transport envelope around €5bn below the Commission's proposal. IRU warns the funding is already insufficient for current demand — including the cross-border corridors and secure parking used by hauliers leaving the Iberian Peninsula.
