Spain: CCOO and UGT call a general strike for Wednesday, 11 November

Spain's two largest trade unions called a general strike on 7 October, across all sectors, for 11 November 2026, over wages, housing and prices. CETM warns that a mid-week stoppage disrupts loading, unloading and deliveries for several days. Strike hours and minimum services have not yet been published.

The trade union confederations CCOO and UGT called, on 7 October, a general strike in Spain for Wednesday, 11 November 2026. The call covers all sectors and was announced by both unions on the same day (CCOO, UGT).

Why it was called

The joint resolution gives three reasons: wages, housing and prices. The unions are asking for pay rises, shorter working hours and an end to the deadlock in collective bargaining, as well as measures against housing speculation and to control inflation.

The date falls less than three weeks before the general election of 29 November.

What the transport sector says

CETM, the main employers’ confederation for road freight transport in Spain, considers the strike unjustified. According to the statement quoted by Diario de Transporte, a mid-week stoppage can disrupt scheduling, loading and unloading, routes and deliveries, with effects that carry over into the following days. CETM asks that transport companies and self-employed hauliers should not pay the consequences of a dispute that has nothing to do with the sector.

What is not yet known

  • Hours. The unions have not yet published the start and end times.
  • Minimum services. These are set by the authorities for essential services, usually in the days before the strike. No decision has been made yet.
  • Turnout in transport. The call is a general one. For now, hauliers’ associations have not issued a call of their own.

What to do if you have a job in Spain that week

  • A general strike does not ban traffic. Roads stay open and the DGT restrictions calendar does not change because of the strike.
  • The risk lies at loading and unloading points: warehouses, factories, ports and logistics hubs may work at reduced capacity or close, depending on turnout.
  • Check with the customer, before setting off, whether the destination or origin warehouse will be open on 11 November, and whether it is worth bringing the delivery forward to the 10th or moving it to the 12th.
  • Expect delays from the 10th to the 12th: CETM expects the stoppage to spill over into the following day.

CP will follow the publication of the strike hours and minimum services and will update the information in driving bans in Spain once there are concrete details.
