Porto VCI: the lorry restriction took effect on 15 September

A ban on weekdays from 07:00 to 21:00 for goods vehicles meeting the defined criteria. Loading or unloading in Porto or Gaia requires prior authorisation.

CP Newsroom

Certain goods vehicles are banned from the VCI ring road on weekdays, from 07:00 to 21:00, since 15 September 2026. The IMT confirmed that the measure is in force.

Which vehicles are covered

Article 2 of Decree-Law 155-A/2026 requires, cumulatively, that the vehicle is designed for goods and has:

  • a gross weight above 3,500 kg;
  • three or more axles;
  • a height of at least 1.1 metres, measured on the vertical of the first axle.

Loading or unloading in Porto and Gaia

Anyone whose origin or destination is in one of these municipalities, for loading or unloading, may drive during the restricted period but needs prior authorisation for each movement.

The IMT’s FAQ explains the form and the transport document needed. Keep the confirmation for enforcement. The platform is reached from the municipal Acesso VCI page.

The decree also provides exceptions for vehicles with a special transit authorisation issued by the IMT and excludes vehicles belonging to the State or to the municipalities of Porto and Gaia.

The CREP alternative

Article 5 sets a toll exemption for heavy vehicles with three or more axles and a height at the first axle of 1.1 metres or more, on the Freixieiro–Ermida and Ermida–Picoto sections of the A41/IC24.

According to the IMT FAQ, that exemption applies every day, around the clock, with no authorisation needed. See also the Portugal driving bans page when planning the trip.
